Almost found my own answer in a couple of other threads here.
It appears to be a DLC license issue. “Redownloading” all of the Rb3 related DLC seems to fix the missing song issues.
….As long as I can find the songs. I’ve gotten it down to where it rescans and claims to load 3 songs every time RB3 is starting. Figuring out which 4 is…um….

Beer will solve all problems. Or at least make me stop caring until in a few months someone asks, “I though Rock Band had song X….”
I suppose the corollary question….is what actually requires TU5? We only play local, and the issue seems more related to 215/444 of the various DLC.
Method #1 stripped the HD down to just DLC, and tried to get RBH running under TU4. At that point, I’d probably just stay on TU4 forever if I could get RBH + DLC to behave to TU4.
I was being hopeful with the crazy Method #2 RBH/TU5 downgrade to TU4 mostly because that is closest to what I did with the initial base customs install where you aren’t rebuilding the song cache from scratch, but just layering over top of a TU5 DLC song cache on the HD, but downgrading to TU4.
