The point is that you’re authoring for Phase Shift, not for Rock Band 3. The database currently is focused on Rock Band 3, so you need to author for that platform. Phase Shift can be added as a format but a Rock Band 3 file is compulsory. Check out how to author for Rock Band 3 to fix the issue.
