i tried moving it there and it says this when i load the c3 custom rb3 template

The following effects were in the project file and are not available. REAPER will keep their configurations, but things may not sound as desired.
Master: VST: W1 Limiter (George Yohng)
Track 1: VST: W1 Limiter (George Yohng)
    is this normal?

No its definitely not finding the plugin. You don’t absolutely need it to author customs, but it is a helpful tool (its an audio limiter that prevents you from making customs that would be too loud for the game). I can only imagine that Vista uses a different folder to keep the VST / DLL plugins for Reaper – you will have to look on the Reaper tech support forums for that one.

Also a computer that is running vista in 2018 is quite the thing. Good luck ?

What version of reaper should i be using, 4.22 or the newest?

and As I currently do not know how to make customs yet I will be looking at and trying to change an existing custom such as rendering pitched vocals to unpithced, i have some instructions on how to do that, question is if it is an existing custom will i need the w1 limiter to keep volume low, or is it already incorperated in the song?

I Tried to find info about how to get w1 limiter to work with vista nothing useful yet, will keep looking!

I use 4.22, some people use later versions. The limiter plugin is used when exporting audio from reaper, so depending on how you go about your task of unpitching the vocals, it may or may not be useful. Probably not.
