TU #4 problem

Here’s my issue. I’m trying to put TU #4 on my trusted flash drive that I use for customs, but I go into Xbox storage and it says ‘Incomplete’ where it should have TU #4. Help would be appreciated.
Edit: I fixed the issue. I put it on the flash drive with Horizon instead of Party Buffalo & it worked.
