If you go and start up Blitz on PS3, it should prompt you to download the songs again. Agree, then cancel the download.

You should now have all 25 Blitz Songs listed as Add-Ons below Rock Band 4 on your PS4 home-screen, which can then be downloaded. Mine didn’t show up in game right after I installed them, but they did when I restarted my system.
