Unfortunately it isn’t Gogol Bordello, but one day Immigraniada should be done for sure. Gogol is great live. They are the only other band that would fit this description that well. This band name has more profanity though. Keep it up, you all rock.

I thought I never would ever be playing it. No wonder this guy is in the Rock and Roll Hall of Fame twice, simply amazing. So good it deserved a bonus hint.
Bonus hint:
In 1999, he was inducted into The Rock and Roll Hall of Fame as a solo artist making him one of the few artists to become double inductees.
Somebody has to guess this now.
My birthday is going to be great. The best part is you all get the presents too.
Keep them guesses coming.

Alright. Curtis Mayfield went in as a solo artist in 1999, after going in in 1991.
Dusty Springfield is in once. Del Shannon is in once. It’s not Springsteen, McCartney, or Clapton. And Billy Joel is in once. That leaves the aforementioned Curtis Mayfield, and The Staple Singers. Using the obvious hint “HE was inducted as a SOLO artist” makes it Mr. Mayfield. Now to figure out the song.
