Did you select all the notes in the vocal MIDI window (ctrl+A) before doing Shift+L?
The “Import lyrics for selected notes from file” action is a default part of REAPER – you don’t have to have the RBN plugins installed to get it to work.
To double-check the key mapping, pull up the Actions window, pull down “Section” and select “MIDI editor”, then click “Find shortcut”, type Shift+L, and you should see the action. If it’s mapped to something else, sort by action name, and find out what the key is!

The problem was that the shortcut was not mapped, and I am not yet familiar enough with Reaper to know where to find it.

Maybe one verse and one chorus. Send me a PM and I’ll give you a detailed review. Almost everyone needs some help aligning with the way RB3 vocals should be charted, unless you’re one of those natural madmen like mrmet or BearzUnlimited.
