You don’t really need to keep the HARM1 and HARM2 phrase markers the same, actually — it just becomes trickier to chart overdrive. Essentially, if you do chart it phrases as the vocals/lyrics would dictate (see: the ending for Chumbawumba’s “Tubthumping” as an example), don’t put OD on phrases where HARM1/HARM2 differ. If you can’t get away with that, then take Nyx’s advice into account.
RB:HP kind of breaks the rules since I can’t really re-write PART_VOCALS and the like without impacting scoring, and I made a decision to author lines where they lie as much as possible (it’s why you’ll see the non-OD gold text from time to time in RB:HP charting).
