Just buy Rock Band Blitz or download the standalone “Rock Band Music Store” app, that’s how I get DLC, no title updates needed.

I think you can also download them directly from the LIVE store. Just go to the game’s sub-menu thing on the Xbox and go to the DLC list.

 

If not, the Rock Band Music Store app works fine!

http://www.xbox.com should let you buy the songs as well.

You can, but its really not a good way of doing so, in my experience the amount of DLC just bogs down the console and it eventually kicks you out to dash
