Actual DLC not playing

Okay I am sure someone has come across this.
So i’m kinda new to adding the music… which has been pretty easy.
However, I am having trouble with my old Rock Band 1 and 2 DLC music. Rock Band 3 won’t recognize with with my thumbdrive plugged in. Is there a work around for this.
Things I have tried:
1- I tried deleting the file from Rock Band 1 and redownloading it hoping it would save to Rock Band 3 no luck even if I delete all the rock band 1 folder
2- I downloaded a song I didn’t previously have. Works fine offline (thumbdrive plugged in with update #4)
Also lastly, when I had rock band 2 a long time ago I know you could import the other game songs ie Rock Band 1 to rock band 2 and AC/DC.
Any help would be awesome… thanks in advance.
My suggestion is to manually go through & change the song placement in C3 Con Tools from RB1 or RB2 to RB3 if they arent working for RB3. I do it all the time to make sure that all my DLCs are on Rock Band 3, especially when Im making song packs.
been out of this for a while… so would you get the file from the xbox on thumbdrive. then import that file. which tool in C3 Con tools does that?

You are about to leave Rhythm Gaming World and access the external songs DB. While no song or file sold for commercially available videogames is hosted there and only fan generated content is allowed, Rhythm Gaming World has no direct control over the database and no files are hosted here. Alright, we had to made you aware of this, now you can visit the database!
