What do [music_start] / [music_end] do?

I have never really thought about this until recently. Can someone explain to me what the events [music_start] and [music_end] actually* do in terms of the chart?
Usually, I put [music_start] on the Measure 3 (or 4 for fast songs), as I have 2 measures of count-in before I put my audio file.
[music_end] I usually put at the nearest quarter beat right after there stops being any audio (accounting for silence in the file).
I know that [music_end] has something to do with when the game takes the track off screen or starts calculating score or something… but I’m more-so concerned with what [music_start] does.
I’m touching up songs now that have leading notes before the main beat starts (Rush: Seven Cities of Gold / The Wreckers / Wish Them Well). How important is the exact placement for this event? Do I keep it at Measure 3 where the main beats start; do I move it to the nearest beat where the leading notes happen?
