RB DLC unavailable for purchase?

Okay so I thought I had bought every song I ever wanted long ago, but recently a very close friend of mine wanted to end a group-rockband session with a grand song and skipped through my entire 2,600+ songs list looking for one song: Journey – Don’t Stop Believing.
And I didnt have it. I was so embarrassed. But I knew it had to be in Rockband, so I promised that I’ll buy it the next day and we can play it and she can sing it to her hearts content. Sure enough I search for it in the customs database and I find the link to it in the xbox marketplace: http://marketplace.xbox.com/en-US/games/offers/0CCF0218-0000-4000-8000-000045410829
Issue I’m having is I cant buy this, no matter what I try… it just spits out: “Sorry Your purchase cannot be completed at this time. Please try again.”
Aaaand now I’m freaking out… am I missing something? I have funds in my microsoft account, i even tried alternate payment methods, i tried it in Chrome, IE and Firefox… all the same error. I even loaded up the Rock Band Music Store on my xbox and I can’t even find any Journey songs in there at all.
What am I missing? What am I doing wrong? Why can’t I buy it? Is there any way for me to buy this song legally to play it on my xbox360 with my friends?! It’s literally the only song my friends want at this point. Please help guys!

The fact that you’re able to see it in the store at all is kinda surprising to me, as it’s been I think two years or so (I could be wrong on this, if I am someone please correct me).
You can still see it listed because those that bought it before it was pulled, will (one day) be able to download it for RB4.
