Personally, I think it should be charted because HMX charted the songs like that. In some songs there are some notes that you cant hear. Your decision though
By Cymbal Lane I’m assuming you’re talking about like a Swell on a cymbal(s). It comes down to preference on how audible it sounds. If you really have to dig deep to hear it, then maybe not worry about it. Is the last note of the swell louder? Usually, a swell starts soft and then gradually gets louder with (usually) an accent on the last hit. Maybe just chart the last few notes that are audible.
It’s also very possible it’s just a soft background swell. In which case either yes or no. I always hated playing swells that you really couldn’t hear, but it IS* how HMX usually did it.
Actually, the cymbal lane in question isn’t for a swell on a cymbal; I used it for a part where the drummer plays the hi-hat (and only the hi-hat) in an awkward and fast pattern. The audio is audible without any audio editing with my headphones, not sure if it is in Rock Band, though.

Yes, you need to chart it. Your best bet is to slow the song down and go beat by beat trying to get any nuances. x0.6 speed works well for me. Crank up your headphone audio and try to only listen for the hi-hat hits. If it’s filled with a lot of accents and such you’ll have to play around with what works best.
