Question about vocals

Simple question.
This song I’m doing is instrumental, but there is about 2:30 minutes of Mahatma Gandhi talking.
Do I need to chart it for the song to count as complete?
if the vocal is not synced with the BPM or on a tempo, nope
HMX have opted out of charting samples in the past (see: Super Charger Heaven by White Zombie), so technically it’s not necessary. Whether you should or not is up to personal judgement. For me, most of the time I try to chart samples as well, though in most songs I’ve charted with samples, there were other vocals as well (my Skrillex charts are examples of this).
I suppose it really depends on the song. Harmonix did sometimes chart samples (see “Living Dead Girl” by Rob Zombie) but it fit the song and the rhythm.
A song like Linkin Park’s “Wretches and Kings” I would definitely chart the vocal intro speech for because it’s pretty important to the feel of the song and sets the mood. However I would not chart the vocal part in Rush’s “Malignant Narcissism” instrumental because it’s really short and wouldn’t make much sense to bother charting a single sentence that doesn’t really do much for the song.

Also, here’s the song for anybody that’s wondering, it starts about 5:25 and ends about 8:00.
In that example, I’d have personally charted it, since it’s such a lengthy sample, and the song seems built around it. Though it’s up to you.
