Out of Space at 0mb, Can’t upload?

Browsing the FAQ, it seems like everyone is allocated a “Basic” tier amount of space, 10 songs or 100mb. And the docs say I need to click a folder then click an “Upload/Register New Custom” button. Problem is, that button isn’t there for me on the File Manager. Also, on the left panel it does say “Your account is maxed out. Request an upgrade now”, despite me being at 0mb with 0 songs uploaded (I clicked it in case that’s it). The FAQ makes it seem like that only appears when you have no space left. Do we start without space and must request it first, or am I missing?
Yes, you need to request an upgrade. I’ve amended the FAQs to explain it better.
I’ve requested an upgrade several times, probably once a week for 3 months. still nothing.
You are about to leave Rhythm Gaming World and access the external songs DB. While no song or file sold for commercially available videogames is hosted there and only fan generated content is allowed, Rhythm Gaming World has no direct control over the database and no files are hosted here.
