It’s not illegal to chart anything. In fact by doing so you automatically become the copyright owner of that chart and you own that chart.
The music is still owned by the original artist even if you covered all instruments. The only exception is a transformation work like a parody. Weird Al doesn’t need permission to benefit from his parodies from the original artist because he transforms the work into something so new that it’s too unlike the original to be claimed as copyrighted. Of course he still does get permission because he doesn’t want any fights or issues to occur and he’s a respectable guy. Seriously, who hates Weird Al… no one.
So I believe a cover song would be illegal to distribute the music with it.
This is why C3 has a no-money policy.
Lawyers are not going to waste tons of money trying to take down a distribution that does not generate and prohibits financial gain. There is almost nothing for them to gain by it.
No distribution: Not illegal at all.
Distribution without music: Not illegal.
Distribution with music: Subject to copyright claims. Illegal if generating money without permission from original artist. Youtube has this “permission system” implemented really well so uploading cover songs is easy and not illegal.

There is almost nothing for them to gain by it.Quite the contrary. Billable hours in this kind of case can climb very quickly. If you have someone with a vendetta who wants to take legal action, and they have the pockets to pay the lawyers, the lawyers will definitely take the case. Most times, yes, the client only wants to pursue because of financial retribution at the end. But not always.
Distribution without music: Not illegal.
Lyrics are copyrighted as well. Album art is copyrighted as well.

It’s illegal whether you generate money or not. Whether it’s actionable is a different story. See above.

but the website does have it so you can get the stems from the cover, but the song i’m doing does not have the stems done yet

Actually, Prince hates Weird Al with a passion because Weird Al kept wanting to parody him but as a result Weird Al isn’t too fond of Prince anymore.
