Incentivizing the Database Rating System

Is there any good way to do this? It seems like it is rarely used and could be a great asset if it were used regularly.
As a Wii user, can I even rate things?
People were spamming the one star rating and not leaving any feedback, which led to some arguments and it was decided to do away with it completely. There were a lot of other reasons too. While its still visible, you can’t add new ratings any longer.

Yeah, makes sense. I enjoy commenting in the database on customs that deserve said commenting, so I’m fine with how it works now.
