Creating customs from Clone Hero files

I want to make a custom RB3 but theres already a chart for clone hero, ive downloaded the chart, song, art separately. Would i be able to create a custom for rb3 using these files in reaper and magma. (Sorry if any of this sounds dumb im a new author)
