Can you add notes over highest note?

I was wondering if I can chart notes over the highest note?

as the tab goes over the highest note or do I delete them?

What instrument? What do you mean by deleting notes? If they’re there they need to be authored, unless they’re chords and pro keys range is an issue.

Nope!

C4 is the highest note on the 2 octave keyboard that RB3 uses.

Don’t delete the higher notes, you need to move them down an octave. (D4 down to D3 for example)

You should also be aware that you can only author pro keys in a small section at a time, make sure you read the section on lane shifts too.
