I am interested in authoring my own songs, and I am more familiar with FL studio than Reaper. Is it possible to author in Fl Studio?

You can probably create a MIDI in it and then export it into Reaper if FL Studio allows for tempo shifts midsong now, though it’s probably best to do the majority of the work in Reaper 4.22

You can use any DAW of your choice, but the templates (and tools like CAT) are built for REAPER, so you’d have to build an equivalent in FL (I would expect it to export a perfectly fine midi at the end). The reference docs iirc do note which midi notes reference which Rock Band gems/events/whatever, so you could build something up.
