Custom songs with European XBOX 360 and European game version?

Hi,
do custom songs work in general with European (especially German) consoles and game versions?
I already seem to have compatibility problems with party buffalo as the custom play sticks folder structure is different after copying the files.
Would a german console work with the US game version?
north america uses nstc european uses pal..youd prob have to convert. ask the guys with more expertise then me in this for confirmation though…
What console, xbox or ps3 or wii? I thought only ps3 had pal/ntsc incompatibility, and that is why C3 CON TOOLS offer the option to encrypt for both.

Rock Band will load from the same game ID folders on every console, no matter the region, it doesn’t matter if you’re in the US, Germany, or any other country, along with using any other console, I can put a custom on a flash drive and play it on a US/EU and Japanese 360 without changing the flash drive at all.
LEGO Rock Band, The Beatles Rock Band, Green Day Rock Band, Rock Band 3 and Rock Band Country Track Pack 2 are region free and therefore any copy will play on any console.
For other Rock Band games, you need to match your console, not your physical location. If your console is a US NTSC console, you need a US NTSC disc, if your console is PAL EU, you need a PAL EU disc.
