Problem downloading C3 Con Tools

I was wondering if there was a reason I cannot get C3 Con tools to download correctly? Is there another link that I can try? the .rar file downloads and extracts, but when I click on the .exe it will not open. if it doesnt work is there another program I can use to play customs? Thanks!

Actually, the issue OP is having is probably Norton or a similar crappy AV deleting the program or preventing it from running. That’s not a program issue, OP, that’s a you issue that you need to figure out how to fix on your end.
