Can’t add lyrics from text file

The action that allows lyric import is absent from the list entirely, and I have no idea what to do, short of just placing the lyrics by hand.
My REAPER version is 4.22.
Dont click ACTIONS at the top of reaper.
right click PART VOCALS at the bottom – – Actions – Show Actions List. then type “import” in the filter search bar and “import lyrics for selected notes from file” – it should already be assigned to Shift + L.
