Reaper not finding or recognizing Python .dll?

I’m sure this is has a simple solution that everyone else has already figured out but given how esoteric a problem this is relative to everyone else using either Python or Reaper I figure there’s no better place to ask but here.
Reaper can’t seem to find the .dll for Python whenever I try setting up CAT, I’ve tried with Python 2.3 and 2.7. Where in the hell is this .dll?
I installed Python 32-bit 2.7.13 in C:Python27 and my Python27.dll is located in C:Windowssyswow64 (would be C:Windows on a 32-bit windows).

The 32-bit equivalent should be C:WindowsSystem32 I believe. And yeah, this is probably what’s going on, it was for me when I was struggling to get CAT to work on my new computer.

I found it, but Reaper still won’t recognize it
Make sure you installed the python version for your REAPER’s version (aka 32 bit if you’re using REAPER in 32 bit or 64 if using REAPER in 64bit)
Still no luck. I was using 32 bit Python by accident and I’m using 64 bit 2.7.13 now but still no dice. I’m getting the error message “no Python dynamic library found for any compatible version”
