Okay, I have my midi exported and working. However, I’m having trouble with the wav files. Magma is giving me various that, when summarized, basically say:
A. All audio files must have the same sample rate.
B. The sample rate for GBD needs to be either 44.1 or 44.8 kHz
C. The sample rate for the vocal stems needs to be 16000 Hz
How do I resolve apparent paradox? And on another note, how do I put talkies into my vocals chart? My apologies if these have been answered elsewhere.

All *tracks files* must have the same rate, dryvox is a different thing. Besides, unless you’re using stems, GBD will be a mute file, it’s the backing track that needs to carry the song’s audio.
As farottone notes, your sample rates for all instrument parts (including vocals) need to be the same sample rate. If you do not have multitrack audio files (e.g. stems), everything but backing should have an empty/silent, and all of the song audio should be in one file placed in the backing track. The dryvox files (which are used to generate lipsync) need to be 16K, mono.
To answer your other question,
You are about to leave Rhythm Gaming World and access the external songs DB. While no song or file sold for commercially available videogames is hosted there and only fan generated content is allowed, Rhythm Gaming World has no direct control over the database and no files are hosted here. Alright, we had to made you aware of this, now you can visit the database!
