I’m having a similar issue

 

– Does the game seem to ‘see’ them (show up as downloadable content items) but fail to load them?

YES, this is the primary issue. Lots of song show in the menu, but only 30% actually load/work.

– Do they show up in the Xbox 360’s file management system (optionally as corrupted)?

– Are they still present — in the proper location (screenshots help here) — on your USB stick when you view it using Party Buffalo/Horizon/whatever?

I loaded both. As a newby I was able to get some customs to work, but the majority were in the menu but would not A) load a song preview when selecting would not load when selected. I was thinking the Harmony’s got in the way of the customs. Any idea why most of the customs would not run, but others do?
