Not sure exactly what you’re asking.

 

If you’re talking about official Rock Band DLC, you can’t. That’s not only impossible as they’ve been removed from the Xbox Marketplace, it’s also against the forum rules.

 

If you’re talking about actual music unrelated to Rock Band, it’s been replaced by Groove, Microsoft’s version of Spotify. I’m not sure exactly how music from that works but if you look it up I’m sure it’ll tell you.

I’m going to go ahead and close this one. You’re either asking something unrelated to Rock Band, or you’re (most likely) asking on how to download official DLC. I’ll give you the benefit of the doubt here and not ban you, but the thread is closed.
