[PS3] Need Help With Customs On The PAL Version of Rock Band 2

I’ve been stuck with this for 2 days now and I can’t seem to get customs working on the pal version of rock band 2
So I was able to convert rock band 3 xbox 360 customs to Rock Band 2 customs then covert them again so they can be used on ps3.
The songs show up on the game with a their previews and everything but when I try to play a song I get this message “the song data you were accessing has become unavailable and the game cannot proceed without it. Your game session has restarted”
Someone on discord told me that it has to do with the RAP files and that I have to sign a .mid file to a rap.
I looked on the huge thread about ps3 customs on this forum and people where saying that I need to change the licence key of the pal rap file that is used on converting the xbox 360 customs to ps3 with the C3 Cons Tools. Well I did just that and I set it to the pal version of the rock band 2 20 free song pack with the name and licence key and that still didn’t work. I also copy and pasted somebody else’s licence key from that same thread to see if that made it work and no it didn’t do anything. Also I already have the 20 free songs installed with the rap already on the ps3 folders.
Anyways long story short, the issue is that I have to sign the custom songs to a rap file but I don’t know how to do that.
(Another note I’m using RPCS3 (ps3 emulator) to do this so I already have all the ps3 folders on my computer.)

While no song or file sold for commercially available videogames is hosted there and only fan generated content is allowed, Rhythm Gaming World has no direct control over the database and no files are hosted here.
